What Florida’s 2025 Legislative Session Means for Your Insurance—and Your Wallet

As your local insurance agent, part of my job goes beyond just quoting policies—it's also about helping you understand what’s going on behind the scenes. Right now, our state lawmakers are deep into the 2025 legislative session, and there are several bills in play that could have a big impact on your insurance coverage, premiums, and peace of mind.

Florida’s insurance market is in the hot seat (again), and while there are some promising moves being made, there are also a few red flags we need to talk about.

Let me walk you through the biggest insurance-related proposals in the pipeline—and how they might affect you and your family.

1. Property Insurance Reform – SB 1072 / HB 835

What’s happening:
Lawmakers are working on new property insurance reforms aimed at attracting more insurance companies to do business in Florida. This includes speeding up the claims process and tightening rules around lawsuits.

What it means for you:
The hope is that more insurers = more competition = lower premiums. Sounds good, right? But don’t expect rate drops overnight. In the short term, things might feel the same—or even a little bumpier as the changes take hold.

As your agent, my take:
This could help long-term, but we still need stronger consumer protections. Insurers need to play fair too—not just policyholders.

2. No-Fault Auto Insurance Repeal – SB 586 / HB 429

What’s happening:
Florida might finally say goodbye to our no-fault auto insurance system (PIP) and switch to requiring bodily injury liability coverage instead.

What it means for you:
Depending on what coverage you currently have, your rates could go up or down. If you already have solid bodily injury limits, you might not see much change. But if you’re carrying just the minimum, expect your premium to rise.

This change has potential, but we’ve got to watch the fine print. It could price out drivers who are already struggling to afford car insurance.

3. Flood Disclosure for Home Sales – SB 484 / HB 1049

What’s happening:
This bill would require home sellers to disclose if their property has flooded before or is located in a FEMA flood zone.

What it means for you:
If you're buying a home, this is huge. It gives you better insight into your flood risk—and helps you decide if you need flood insurance (hint: most people do, even outside high-risk zones).

This one’s a win. I’ve seen too many people surprised after closing when they find out they’re in a flood zone. This brings transparency to the process and helps buyers make smarter, safer choices.

4. Citizens Insurance Shake-Up – SB 1436 / HB 1121

What’s happening:
Citizens Property Insurance, the state-backed “insurer of last resort,” has grown way beyond its intended size. This bill aims to push more people into the private market and let Citizens raise rates beyond current limits.

What it means for you:
If you’re currently insured through Citizens, get ready for changes. You may be required to move to a private carrier—even if their rates are higher—and Citizens premiums may rise faster than before.

As your agent, my take:
I get it—Citizens was never meant to be the go-to option. But pushing people out without giving them affordable private alternatives? That’s a problem. I’ll be keeping a close eye on this for you.

5. Cracking Down on Insurance Fraud – SB 902 / HB 621

What’s happening:
This bill is aimed at reducing insurance fraud—from shady contractors to fake claims—by giving regulators more enforcement power and increasing penalties.

What it means for you:
Insurance fraud drives up premiums for everyone. This could help curb that—but only if it’s done right and doesn’t scare off homeowners from filing legitimate claims.

As your agent, my take:
I support cutting out the bad actors, 100%. But we’ve got to be careful not to punish honest policyholders in the process.
